TORA-SAN Films

Does anyone know why the Tora-San films are not on DVD in the west? I know there are Hong Kong discs but I am surprised a label like Criterion did not release the first three and then pick some others from over the years and then release the last 3, after all I do not expect some to release all 40 plus Tora San films -

I can only assume people think they will not travel and there is no market in the west for them.
